Shiloh Swanson​

Board Member

Shiloh Swanson is the Owner and Founder of Top Shelf LLC, a consulting firm specializing in marketing and business development for the engineering and construction industry. With over 30 years of experience serving ENR Top 10 engineering firms, she is a nationally recognized leader in strategic pursuits, capture planning, proposal strategy, interview coaching, and building high-performing marketing and business development teams. 

She holds a CPSM (Certified Professional Services Marketer) designation since 2004 and has been a Fellow for the Society for Marketing Professional Services (FSMPS) for over 10 years. Shiloh has held key leadership roles, including Past President of SMPS San Diego (2006), lead facilitator for the SoCal Regional CPSM Certification Program, lead national training and presented for more than 30 educational training seminars, and served as juror for SMPS National Awards and Fellowship programs. Her expertise has driven exceptional results, including maintaining 80%+ capture rates on major pursuits and leading multi-billion-dollar water infrastructure campaigns. 

Recognized as #10 on the Top 50 Women Leaders of San Diego in 2023, Shiloh is deeply committed to community service and supporting vulnerable women. She served as an Executive Advisor for Rachel’s Women’s Center with Catholic Charities for more than seven years, which supports homeless women in recovery from trafficking, substance abuse, and physical abuse while restarting and rebuilding independent lives. Her passion for holistic healing, dignity, and restoration aligns closely with the mission of Children of the Immaculate Heart. 

As a board member, Shiloh brings strategic expertise, leadership, and a heart for empowering survivors of sex trafficking through compassionate, Christ-centered support.
